Amendments to the Road Traffic Act, Section 38

Currently, work pass holders (e.g. Employment Pass, S-Pass, Work Permits) holding valid foreign driving licences are allowed to drive in Singapore up to a period of 12 months from their date of last entry into Singapore. To ensure that these foreign licence holders are familiar with driving in Singapore and are competent to drive in Singapore, it was announced on 8 September 2014 that work pass holders who are required to drive as part of their job need to obtain a local licence in order to drive in Singapore. To ensure that business owners who employ foreign drivers are not impacted adversely by the amendment, work pass holders who are required to drive in the course of work are given a period of 6 months from the date of work pass issuance, to convert their foreign driving licence to a local driving licence. This regime will commence from 1 January 2016.
